There should be NO gas coming from the cap. Maybe it's a bad gasket, but the dealer is full of SH if he's telling you that's normal. Gas should NOT leak anywhere on a modern, new cycle. Look at the cap gasket and see if it's seated correctly. If not, and this is a new bike, tell the dealer to be a real man and order a replacement. If he won't maybe you can buy some gasket material at an auto parts store and make a new gasket that's a little thicker. Trial and error, but only a few bucks for materials. Sort of fun to do this stuff, too !
As for the speedo noise, somewhere on Bert's site are postings on how to remedy this. What causes the noise is the posts which mount the speedo assembly in the tank rub on the metal brackets which they pass through. A bit of grease on the posts, or my more complete redo, will solve this problem. Not difficult, just a bit of time and patience.
